From what I know in general yes, but you need better advice than that. I don't think you should worry about that now. I suggest getting as calm as you possibly can, because confusion and shock is your biggest problem right now. Can anyone make decisions like this? CAB is certainly something to do soon.
There is also the CFO of course, but I have no idea how they protect or look after Filipinas in a foreign country. My wife said she had contacts but I never really got involved in that.

Take a step back and relax young lady, let things calm down a little and then maybe you can arrange a meeting with your husband to know exactly where you stand and if there is any chance of reconciliation. Skype with your family back in the Philippines, they will offer some support I'm sure, things may look different in a few days time after your emotions have abated and you can think straight once again.
