Fortunately Davao does have a fleet of modern fire engines imported from Germany. But these photos, used by several publications, tell only half the story. The aftermath of that fire:
The flooding shown in that video is near the Crocodile Park, Ma'a in Davao City and is an area that is very prone to flooding.
According to family in Davao, there are apparently eye-witness accounts of the Mall's sprinkler system being inoperative and fire exits blocked.
