Applying for Child Passport

    So we submitted our little one's first British passport application last week. I just got a letter from Liverpool passport office saying to contact and request a letter confirming that our marriage is registered in the Philippine Statistics Office (PSA). Apparently, it has to be 'laminated'.

    I don't understand why they need it as we got married in Gloucester. Fortunately, I've already reported our marriage and got the NSO/PSA paper for it, thanks to my mum and mum-in-law who processed it whilst the in-law was having a holiday in the Philippines and took it back here.

    My questions are:

    > what does this laminated letter look like?
    > How long will it take to get a letter from Ph Statistics Office?
    > Is this going to ruin our holiday in September?
    > Do we have enough time?

    Sorry for the million questions. I hope someone could help me.

    Where was your child born ?

    Where are you resident (both of you, well... all three of you) ?

    Hi graham59. Thanks for responding.

    Husband and I are Filipino but he is British Citizen since he was 13.

    Child is born in the UK, registered as British.

    We all live in the UK. Had my 2nd FLR granted July last year.

    I am getting in touch with my Filipino friends with British spouses and children. Apparently, they didn't have any problems when applying their children's 1st passport. The only difference I can come up with is I am using my maiden name in my passport. Original marriage certificate from the Gloucester Civil registrar has been sent with the application.

    I phoned up the passport office and the operator was basically telling me to send the PSA authenticated Report of Marriage that we have on hand. We didn't realise it is necessary as we are married here in England.

    Also, I contacted my uncle who has a connection with Ph Statistics Office. He said, there is such thing as a Certificate from the Civil Registrar General of the Philippines being requested stating our details being in the Indices of Marriage. Again, we are married here in the UK and report of marriage has been done a year ago.

    So the plan is, we would send the PSA report of marriage along with the receipt and see how it goes. We still have my uncle request the other certificate back at home just in case.

    It looks like passport Check and Send Service is not worth it then. We submitted our documents, ticked everything in the checklist. The lady checking it was quite reassuring then this happened.

    It sounds like our circumstances are or were a little different to yours. But....

    Our child’s first British passport application, shortly after being born in the U.K., was a formality i.e. no problems at all. However when her passport came up for renewal early this year, at the age of 5, we had difficulties that related to the counter signatory.

    What I am coming to is that the Post Office checking service people were good but did not have sufficient knowledge to be certain enough to advise us. So we phoned the passport office people here in the U.K. directly and had several lengthy phone calls with them which helped us solve our issue, before we submitted the application finally and with a successful outcome just a few weeks later.

    Reluctantly, we actually put off booking our holiday till we got the new passport. The whole delay set us back about a month.

    Also took me a while to get to talk to someone using the same contact info above.

    Will be sending our document today, see how it goes.

    It was actually the in-laws who paid for our holiday. We also need the booking and accommodation details for my Schengen visa application.

    Just heard back from the passport office, the PSA authenticated report of marriage that we sent was apparently insufficient. Good thing my uncle can get the Indices of Marriages document tomorrow. I will be asking my family to send it ASAP. Thinking of using FedEx.

    My uncle processed this for me. Sent through FedEx from Mindanao, Philippines on Friday, arrived today just after 10 A.M.

    Hi Anne, this seems quite confusing to me. I am afraid the Indices of Marriage is not readily available to public if this is what the passport office require for child passport applications (unlike cenomar or marriage certificate). If your ROM is not enough, cenomar will also show the details of your marriage, not sure if this is acceptable though.

    Which leads me to another question :) can we request a Marriage Certificate from PSA if we are married abroad? Or in our case, is this the report of marriage? Sorry if I am being dense, just confused as I will be doing my ROM soon :)

    I am asking the same questions myself. Even phoned them telling that we were married here. It is a document/letter that states our names are included in the Indices of Marriages. I couldn't see the photo I just uploaded. I wonder if you could?

    For the Report of Marriage, it is the form that I filled out stamped by the embassy in a PSA paper. I submitted it and was insufficient, apparently.

    Here is what the passport office sent me:

    In order to proceed with the application we require further documentation. It will be necessary for
    you to contact the Philippine Statistics Authority,Manilla,Republic of the Philippines, to obtain a
    letter from the Office of the Civil Registrar General, confirming whether or not, your details appear
    on their National Indices of Marriages.
    Please note the marriage certificate you have provided isn't sufficient evidence in confirming
    whether or not, your details appear on their National Indices of Marriages.
    Please note we cannot accept photocopied documents and we can only accept laminated
    documents where the lamination is completed by the issuing authority as part of the standard
    issuing procedure for the document.
    To stop your documents being damaged in the post we recommend that you use a strong secure
    envelope.
    Please don't call us to confirm receipt of your documents. If you require confirmation that your
    documents have been received, we recommend that you use a tracked delivery or courier service.

    It’s all very odd. If you / they were married in the U.K., surely the U.K. marriage cert would be enough?

    I don't even try to comprehend the workings of the Passport Office. I do know they 'lost' my son's application form (but managed to cash my fee !) for a whole year.

    They clearly get the jitters when presented with the documents from certain countries though. Sadly, and probably for good reason, the Philippines is one of them.

    My brother used to be head of the Visa Section at the FCO (before they farmed it out), and I know that he had occasion to go and fire an employee of one of our embassies in a certain third world country, who'd been 'selling' visas.

    I also can’t see the photo. So they specifically asked for a letter from PSA to confirm your marriage appear in the National Indices of Marriages. This is strange and also challenging for those who will apply for their child’s passport. I’m glad that you were able to get the document from PSA, hope the passport office will be satisfied, good luck! I guess they are quite strict on this as one of the requirements for British citizenship is that parents should be married at the time of birth.
    Thanks for the heads up as well, this could be something future applicants need to prepare for.

    I know. Crazy, isn't it? Well, I just found out in another thread that someone is also having problems getting the PSA document to which we deem unnecessary.

    I am not sure what's going on with photobucket, I haven't used it for a while. I only use it to upload photos here. I will try to post it again.

    Not yet. Might be changing it after we go to Spain end of this year.
