She certainly seemed to be excited to receive the kiss and he did chat with her prior to the kiss (maybe asking permission?) but you’re right, not so sure I would receive a kiss If I asked a random stranger, in a seemingly full press room, despite my dashingly good looks haha. Joking aside, was it abuse of power?
I don't see how it can be an abuse of power. The girl was clearly excited and very happy so what is the problem? A slightly strange thing to do, though, perhaps.

This is the woman in the vid. She said there is no malice. She's married to a Korean and has 2 children. Before they kissed, Duterte asked her if she is married. They just agreed to cheer the crowd and make them happy.
