VFS global in Manila should have reopened on 6th July but may be clearing backlog and not offering new appointments yet. That said would expect them to be available fairly soon.

Check you are using right link

    https://www.gov.uk/uk-family-visa/partner-spouse

Believe visa4uk is no longer correct site

Visa4UK is now closed to new applications for customers from all countries except Cuba, Iran, Palestinian Occupied Territories and Sudan for certain case types. If you are unable to apply using this service, please continue your application using the link below.

Probably need to check definition of application date. Sure that when we applied it was defined as the date on which on line application submitted and payment made. Not sure if it has subsequently changed to biometric and document submission date. Info supplied has to be current at submission date so as long as achieve that then should be ok.

There is a technical definition of it and worth tracking it down to confirm. Not sure if anyone has the link to it easily available. Will see if I can find it latter.

Can't find reference to TB certificate but sure that it is required to be valid at date of application which from scanning through rules is when you submit and pay on-line. Should be ok to upload and do biometrics latter but not used updated system so will need input from someone who is current on that element. Not sure if there is limit on how long from submission on line to completing biometrics.

So should be ok if submit and pay online and then upload documents latter. In old days when done on paper there would have been delays from submission to getting to Sheffield but always had to make sure items were current for online application date as opposed to biometrics date or when got to Sheffield.

When you atrend the biometrics appointment all documents can be scanned by them and uploaded against your application number.
You can also go on the site and scan your documents yes in the UK and upload them the 2 sets are collated and reviewed.
TB screening has to be valid at point of application

Yes you pay a fee if they scan it! Your wife can go on the site and upload her documentson and you can do yours
Would I pay a fee? That depends how comfortable you feel behind a pc screen!
You as the sponsor have most to upload.

Most important question is do you have a pc and scanner ? If answer is no then get them to scan everything for you. If yes and not used a scanner try scanning some documents and seeing if you are happy doing it. If not happy get them to scan it for you.

You are about to pay potentially £3000 for visa and IHS charges (gbp cost is less but will be charged in dollars at ukvi rate of exchange which can add up to 5% more and then hit for foriegn exchange rates on your credit or debit charge which depending on card can add 3% to cost) so additional cost of getting them to scan it is a small extra especially if it is difference between success and failure. If not in before October then IHS will cost £672 more (rises from £400 per year to £624 per year and for spouse visa have to pay for 33 months which rounds up to three years).

If I was you I would be timing the online submission to be before the TB test runs out to ensure the test was taken six months before submission date ideally before end of July. Would then arrange for scanned documents to be uploaded in UK for the ones that are here before the submission date for biometrics in the philippines - think read elsewhere documents can be uploaded until midnight the day of biometrics but not seen where that is formally recorded. Remember you will need updated financial requirements documents last one dated within 30 days of application date.

I scanned everything back in the days of submission to Sheffield to have information readily available and found it useful to go back to scanned records for a number of things but I'm also comfortable using pc and scanner and had laptop and scanner in both UK and philippines to assist with preparation of application as was out in philippines to walk through application process and bring all documents back to UK to post to Sheffield. Would probably load everything up myself if doing now but that is because I'm comfortable doing it, would be buildimg the records anyway and like control over process and taking responsibility for it.

Unless born in Northern Ireland may as well get on with it ASAP as only likely to get more expensive although do want to be able to move as soon as visa allows once granted.

well--you can! there are plenty of immigration lawyers who will be happy to help you--at a price.

it is often said on this site the applications are straightforward and can be done by the applicant without the need of paid professional help----BUT only if you feel confident and the case is straightforward and uncomplicated.

    its your money !

Number of documents time expire and this is especially true for financial requirements ones as bank statements have to be dated within 30 days of application date, same with payslips

Worth having your list of documents and posting here so can get so get comments on what might need refreshing as you have been waiting some time to submit.
