Looking at the colour codes, The very Southern Tip of Cebu is carrying an amber warning, which is no different to Central Mindanao an area which i have spent many months visiting, in particularly Maramag which is considered the Centre of Mindanao, so long as you dont go looking for trouble, dont put yourself in dangerous situations, dont go out alone after nightfall, you will be perfectly safe, just keep your wits about you, but that should apply to everyone in any foreign country Worldwide..
