    Its a bit like a pension fund and a life policy all in one.
    The most important part of the school curriculum here is the flag ceremony and memorizing the verses of Noli Me Tangere.

    China offers intel, equipment to PHL's war vs. drugs

    China is willing to share intelligence information and equipment to assist Philippine law enforcers in fighting the drug menace under the Duterte administration’s anti-narcotics campaign, its top envoy to Manila said.

    In a chance interview during a diplomatic reception hosted by the Indonesian Embassy Tuesday evening, Chinese Ambassador Zhao Jianhua said China is also prepared to work with Filipino counterparts in capturing Chinese drugs suspects.

    Zhao also said a delegation from the Philippines is currently in China at the invitation of China’s Ministry of Public Security to map out a “specific plan of action” to fight illegal drugs.

    “At the very beginning when President Duterte launched this campaign or war on illegal drugs, the Chinese government has been very clear that we would like to be a partner and we would like to be a firm supporter in this endeavor to crackdown on the illegal drug-related crimes,” he said.

    “We are ready to share intelligence. We are ready to conduct joint operations to apprehend drug lords regardless of their nationalities. We are ready to provide some equipment to enhance the capability of law enforcement agencies here,” Zhao added.

    Duterte, who overwhelmingly won the presidency in May on a campaign promise to eradicate crime, specifically illegal drugs, has said in past speeches that suspected Chinese traffickers maybe operating in the Philippines and that some of the drugs may come from China.

    Zhao said China does not deny that there are some Chinese nationals who are involved in illegal drug activities, but maintained that Beijing does not condone such criminal acts.

    “Whoever is involved in the illegal drug activities, even if they are Chinese citizens they must be punished in accordance with laws,” he said.

    If they committed a crime in the Philippines, Zhao said, they must be punished in accordance with Philippine laws, and if they committed crimes in China they will face the full force of Chinese law, which, according to him, are “stricter” and harsher because they impose the deeath penalty.

    No generalizations

    In carrying out their duty to apprehend suspected drug lords from China, Zhao, however, appealed to the Philippine government to ensure that these arrested individuals are really Chinese nationals.

    Zhao lamented certain “generalizations” that all drug lords and all illegal substances came from China, citing the lack of solid information on certain Chinese citizens who are allegedly involved in drugs.

    He said his embassy has directly asked the Philippine National Police (PNP) to provide the identification of the alleged Chinese drug suspects.

    “We have been asking the Filipino side that if you find that there are Chinese nationals who got themselves involved in drug-related crimes, give us solid information before you say they are Chinese,” he said.

    “We need ID information because they might be of Chinese origin, Filipinos of Chinese origin, or any other citizens of Chinese origin. It is utterly wrong to say that all those drug lords are Chinese,” Zhao added.

    Limited info

    Except for a few cases, Zhao said the Chinese embassy has very limited information on the arrested Chinese suspects.

    “We’re not hiding. We are not protecting them. We promised them that if they committed drug-related crimes, please give us information so that we can identify them if they are Chinese nationals, they are Chinese citizens, or they are fugitives carrying Chinese passports,” he said. “So far, for most of the cases we did not get anything at all.”

    Despite this, Zhao said China is “firm” in its stance against illegal drugs and that it is committed to cooperate with the Duterte administration “in fighting the common enemy that we face.”

    Zhao also said that China is pushing for a stronger agreement that will bolster cooperation with the Philippines in the campaign against drug trafficking.

    He said the existing memorandum of agreement signed by the Philippines and China on addressing transnational crimes may be further strengthened or upgraded with a specific focus on illegal drugs.

    “We can have a healthy framework or guidelines for cooperation in the fight against drugs,” he said. “We are looking at that possibility.” —KBK, GMA News

    Duterte: China offers to build drug rehabs for PH

    MANILA – President Rodrigo Duterte on Wednesday revealed that China has offered to build drug rehabilitation centers in the Philippines to complement his ongoing war against illegal drugs.

    ''They are offering to build rehabilitation centers in the military camps, good,'' Duterte said during a visit at a military camp in Rizal.

    Due to the lack of drug rehabilitation centers in the country, the government has been struggling to address the needs of drug dependents who have been turning themselves in to authorities.

    Nearly 700,000 drug users and pushers have surrendered since Duterte waged his war on drugs, and Philippine National Police chief Ronald dela Rosa said the police aim to round up 1.8 million drug dependents in the entire country.

    The Chinese offer comes at time when Manila and Beijing are trying to mend ties, following years of animosity over the South China Sea dispute during the Aquino administration.


    Duterte has sought to downplay the Hague-based arbitral tribunal's decision which invalidated China's expansive claim to the sea.

    Political analyst Richard Heydarian told a foreign news channel that Duterte is taking a pragmatic approach in dealing with a wealthy China.

    Heydarian noted, Duterte also wants less dependence on its traditional ally, the United States, when it comes to dealing with China.

    Duterte earlier sent former president Fidel Ramos to Hong Kong to meet with the former leader's friends there, in an attempt to thaw the ice-cold relationship between the two Asian neighbors.

    While he has been striking a conciliatory tone with China, he warned the latter against invading the Philippines.

    ''I guarantee to them na kung kayo ang pumasok dito, it will be bloody and we will not give it to them easily,'' he said.

    Let me ask a question here to the people who do not agree with how Duterte is going about the business of cleaning the Philippines up;

    Is there a better way of ridding the Philippines of crime and corruption than what Duterte is doing at the moment, maybe there is but I don't see it ?

    I personally do not like to see the innocent being killed in his bid to end crime and corruption but I cannot see another way of beating it but to use the big stick approach.

    Would it make any difference if it was your close relative(s), either guilty or innocent, that was terminated by Duterte's hand?

    Or a close family friend?

    It would make a difference yes, the point I was trying to make is that I cannot see another way of Duterte reaching his goal without killing innocent people, its up to the people of the Philippines if they think that is an acceptable price to pay or not.

    The people of the Philippines knew exactly what they were getting when voting Duterte into power, and they knew very well of the methods he uses in his fight against crime.

    The Philippines is the Philippines, the mentality is not the same as the UK, in some ways they are in a better position to clean their act up than we are.

    What worries me a bit is one of my lot being caught in crossfire between users and sellers..
    Its rare but it happens although not yet here in Bohol to my knowledge.. Its a situation that must be considered very carefully for a few months at least until the dust begins to settle.. I have made the necessary precautions such as private transportation to and from university etc...
    In the long run,I have confidence that we as a family will be safer living here then lets say..London or Liverpool.

    Hmmmm .... what about the families and friends of all those targeted by the drugs lords, their minions and associates, are they not worthy of any consideration? Until Duterte took a firm hand, they were shown none by the Philippine Establishment. You, like many westerners, seek to make the criminals appear as victims whilst ignoring the real victims of this evil trade.

    That said, however, neither you nor I had any part in Duterte's election. But Duterte was elected by more voters than any other President in the country's history and his Manifesto - including his war on drugs, corruption and cronyism - was well-known to the electorate before they voted.

    My wife and I moved from Cebu to Davao because of its Mayor and his unremitting wars against criminals and lawlessness. We felt much happier secure in the knowledge that our taxi driver would not be spaced-out on Shabu and that a repeat of my being mugged, in broad daylight outside the main entrance to a prestigious Mall, would be most unlikely.
