I believe the 'PO Box' address is the current one for Settlement Visa applications - typical of our bureaucracy, they can't make their mind up and stick to it!!!

i sent to: https://www.vfsglobal.co.uk/philippines/pdf/Visa-application-center.pdf
and got the documents back quickly. i had included a large self addressed stamped plastic envelope bought at a post office.

Again in the email it says the Vulcan house one. But I also saw that pdf with PO box.

I’ll be sending all the evidence from Manchester UK, to Sheffield via a courier. Can anyone recommend a good one?

I used Royal Mail recorded delivery.
Item delivered by 9am next day and docs returned 3 days later.

I just posted a thread, sent mine today exactly the same as yours guaranteed delivery by 1pm but the royal mail tracker still says:
Tracking no. BH855958840GB

Your item was received by Sheffield City DO on 13-09-2018 and is due to be delivered today by 1.00pm

Have to keep an eye on it tomorrow and if not delivered by 1pm I would be chasing them up.
