British accountant, 47, faces the death penalty in the Philippines 'after being caught with meth in a drugs raid'
A British accountant is facing the death penalty in the Philippines after allegedly being caught with meth in a drugs raid.

Philip Joseph, 47, was in a flat with two locals when police burst through the door in Manila on May 13 at around 5pm.

Officers said they found Joseph with a woman, Josephine Olayao, 38, and Rodolfo del Rosario, 42, a tuk tuk rider, preparing sachets of methamphetamine, or shabu, as it is known locally.
Police said that Joseph, who owns the apartment, has been held in custody while prosecutors prepare a case against him.

He faces charges of possession and dealing, which carries a maximum punishment of the death sentence or a life sentence in one of the country's hellish overcrowded prisons.

A police report from the Malate district station said four pieces of heat-sealed transparent sachets containing suspected methamphetamine were seized in the raid.

It said: 'Police identified the suspects as being involved in anti-criminality operations and found four sachets of shabu.
'The three suspected were brought to the Malate police station for proper disposition and filing of charges.

'They will be charged with the violation of Section 5 and section 11 Art. II of R.A. 9165 or the illegal Distribution and Possession of Dangerous Drugs.'
If found guilty of possession, Joseph faces a minimum of 20 years in prison and a maximum life term.

Joseph had moved to the Philippines and was working in the financial sector as an accountant and legal collections manager.

There is currently no death penalty. It was originally abolished by the 1987 Constitution however President Fidel Ramos reimposed the death penalty in 1993 as a “crime control” measure, but President Gloria Macapagal-Arroyo reinstated the abolition in 2006. That said, Joseph is a foreigner and lawyers may argue that the Bill of Rights contained within the 1987 Constitution does not apply to foreigners.

Why does the report say he was with a tuk tuk driver, they mean tricycle driver, is this a report from a Philippine news source or a foreign one?

And yes there is no death penalty just now.

He would be on good money for the Phils but probably not brilliant in European terms depending on who he was working for, sometimes people are just stupid or greedy, but I agree it makes little sense for him to be packaging street deals.

My Filipino neighbour was busted 5/6 months ago for dealing.. 25 armed police raided their place.
He spent 1 week inside until the family could raise 250K for bail.
    He`s been out ever since.
I see that the MSM have embellished the story with fake news about a possible death sentence and a "tuk tuk"!!

The usual quality of reporting in the press these days... by the ignorant, for the ignorant.

Don't get involved with drugs in the Phils... and the people who use them, whether you're an accountant (so what ?) or a street entertainer.

I am looking at the mug-shots of his fellow accused, prostitute maybe, brit uses shabu, asks her to get him some, she phones tricycle driver who is being followed by cops or working in conjunction with cops after being previously caught and is working for a lesser sentence, delivers, has four sachets,bust……...because the official story just doesn't seem to ring true,my kid has a few relatives high up in the PI plod force, they aren't all working by the book.

He was working as an Accountant and Legal collections manager (debt collector) you can imagine the backstreet conversation if he (Joseph) was pressing someone for settlement of a debt!
