I thought it was always a requirement. I know there are some scams though. I think the website you sent asks you to pay when you can do it yourself for free.

The only website I know of is https://www.onehealthpass.com.ph/

My wifes daughter departs the UK for the Philippines today and yes the Health Pass is required and yes its free and straightforward to complete but you have to do it within 24 hours of departure and you need your PCR result pass result number

That's a hell of a requirement when someone has to get to an airport and might not have access to a PC, does it have to be filled in inside a two hour window of departure? You can't fill it in before then?

Had a look at site in first post and had disclaimer below. Looks like should be able to use the government site

Disclaimer: This Website is a professional travel agency that aims to help individuals and companies complete the necessary travel document requests for short-term stays. There is a service fee, which includes expert help and assistance, and the fees charged by the Government. www.philippine-healthpass.com is not affiliated with the Government or its sponsors. An application can also be submitted for a lower cost through the Government’s website here, though this would be without our professional review and expert service.

Ah thanks it's a scrape and pay scam, my apologies I'm up to my eyes at work just now and did not look into it far enough before posting.
