I am not convinced it is him, this is an O2 mobile IP address and they seem to have a limited address space that often gets recycled in specific locales, the source is in the south and could easily be the result of a shared approximate location, I am not sure if individual cells are allocated their own set of addresses for temporary lease. I have previously believed that shared IP address was a dead ringer however after having done a small temporal analysis of some IP addresses here it is remarkable the range of addresses that end up shared by members, members who are clearly real members and have no correlation with each other. This is just a result of the way the mobile cell network operates I think. Addresses related to a landline well those leases tend or at least can last a long time, and a shared address indicates a user alias, static IP would also indicated a user alias but I doubt that all that many of us here have static IP addresses, I used to have but that was a very long time ago.
