They'll be fine, the northern jet stream tends to carry towards Alaska and the US, that map is a real time map (not the moving lines obviously they are just indicators of the rotational patterns and overall direction).

There's not a lot of plutonium, if any, in the fallout, there are a fair few fission products like strontium and caesium isotopes that have long half-lives and you don't want a lot of them raining down washed out of the atmosphere by the next typhoon .

An NK strike on Guam would potentially be less favourable for the Phils depending on what typhoon's were brewing as Guam is pretty much where a lot of Pacific typhoons originate.
