Britain's "Pork Pie Paedophile" still at large in Angeles City despite cases against him

This is Douglas Michael Slade, a 73 year old former Royal Navy officer originally from Aylesbury, Buckinghamshire but who has been living in Angeles City, on Luzon, for a number of years.

He was one of the founders of the infamous lobbying group, Paedophile Information Exchange in the 1970s and he also founded an underground group called Paedophile Action Liberation which sought to legalise adult sex with children. PIE was accepted and supported by - and received funding from - the socialist umbrella organisation, the National Council for Civil Liberties where a number of past and present Labour MPs and ministers once worked - including Front Benchers Harriet Harman and her husband Jack Dromey. He fled Britain after being exposed as a paedophilia advocate in 1975 and being caught by a national newspaper (Sunday People) telling fellow deviants: 'If you want sex with children don't bottle it up – do it.'
He arrived in the Philippines in the early 1980s and banking on the experience of his former service as a Lieutenant Commander onboard the Royal Yacht Britannia, where he prepared meals for the Queen, he set up a successful food company called "Homebase Meat Services" in Angeles, whose advertising slogan is “Meat Pies and More Try ‘Em...You’ll Like ‘Em”, has provided him with a good income and apparently continues to do so. The company makes homemade pies which it sells to British and other expats. Child welfare workers in the city have dubbed him the "Pork Pie Paedophile".

A few years ago, he built an imposing house immediately opposite the Amsic Elementary School in Angeles City:

The picture above shows part of Slade's house and is taken from the school's playground. Apparently he habitually sits on the white chair on the balcony watching the young children at the school.

Every afternoon, after school, young boys and girls sit outside his gate and he routinely selects one or more boys to enter his property and he pays them to pose naked and/or perform sexual acts. They are paid Php 150.

He was arrested in 1995 and warned he could face up to 40 years in prison after three 11 and 12 year old boys claimed he had molested them. The charges were dropped following their parents being paid-off by Slade's lawyer. At the time, he claimed on camera he could bribe prosecutors to drop any charges against him and that his lawyer would discuss terms with the families "like Michael Jackson discussed terms".

He was arrested in 2006 and again in 2013 for similar offences but the cases never made it to court. However in July of this year, he was arrested for having pornographic pictures on his laptop which he had taken to a shop for repair. The technician discovered a number of images of children believed to be studying at the school opposite Slade's house and notified the NBI. These are the offences known to have been committed by this man, there is a very good chance that this is the merest tip of the iceberg, given his past, and that he has simply bribed his way out of trouble time and again.

So how come he is still at large and a presenting a danger to the local children in the community? Money talks but surely the Bureau of Immigration knows about him - and if so, why hasn't it deported him as an undesirable alien? Given that the BoI can - and will - deport overstaying visitors or those who have served prison sentences for crimes committed here, its failure to apprehend and deal with a serial sex offender is worrying.

The Daily Mail has more on this story.

What is surprising is that Slade has not come to the attention of the joint task force of US Immigration and Customs Enforcement (ICE) and PNP which was set up specifically to identify, arrest and deport sex offenders. That task force has a presence in many major cities including Manila, Cebu and Angeles and those arrested are deported within hours of arrest and end up in an American jail with non-Americans being sent to their home countries after processing.

He must pay out a serious amount of money to keep himself safe from "Justice"....

Peanuts compared to what he's probably making from the sale of child pornography pictures. I think it's likely that he channels all the sales through his more legitimate business which could well accept VISA and MC charges.

Makes you sick to the stomach, especially seeing how arrogant he is about it all, this really goes back to an earlier Thread Markham posted relating to people getting off Scott free because they have money or influence in the Philippines.

Surprises me that he still has all his body parts intact after all this time as an infamous child molester, I really don't understand what is going on in the minds of these people.

It was in the news recently that child molesters could hide nowhere in the world and that they would see justice no matter what, obviously doesn't apply in the Philippines.

Regularly reading the local Cebu news I think the local government departments have a proactive approach in trying to get rid of these type of people. Indeed, authorities are now pursuing not on the abusers but the hoteliers that are turning a blind eye to these activities. I'm not sure the action is representative of the country as a whole but at least they are trying to address it in Cebu.

Can you imagine the uproar if a paedophile had a house overlooking a playground in the UK, why are the parents and staff at the school doing more about it?

It doesn't happen here and it shouldn't be allowed to happen anywhere else in the world.

Very true, that's the one where some of our trustworthy MPs were implicated.

I should have wrote in my post that "it doesn't knowingly happen in the UK".

Only yesterday there was an article in the Daily Telegraph detailing how a UK Police officer had been allowed to keep his job for eight years after first being found guilty of child sex offences, now slammed inside for 14 years after further offences.

I would guess that his job set him "above the law".

Considering all the tales of entrapment and extortion by the police in that area of the Philippines, why has Mr Pork Pie not been arrested, assuming that the press reporting is true?

I guess his money sets him "above the law".

It seems that it's not just the Philippine Police who are interested in bringing Mr Slade before the courts. Detectives in Bristol are investigating him for child sex offences when he was part of a nationwide paedophile network prior to his fleeing the UK and establishing himself in Angeles City in 1985. This investigation is part of Bristol CID's Operation Bluestone which is looking into the activities of PIE members on their patch during the 1960s and 1970s. Slade was one of the founders of the Paedophile Information Exchange (PIE).

Quite separately - and not part of Bluestone - one of Slade's former victims has come forward and given an account of how he was molested by Slade and Christopher Skeaping, a former racing driver and PIE member, from 1979 when he (the victim) was 14.

It is now quite possible that Slade could be one of the first - or indeed the very first - Briton to be extradited from the Philippines under its Treaty with the UK which is reportedly being ratified by the Philippine legislature, however any extradition could only take place after any and all cases against him here are resolved - and that could take years. Slade's forced re-appearance in the UK would be more assured and far swifter if he came to the attention of the US Immigration and Customs Enforcement team attached to the PNP in Angeles - they specialise in the rapid repatriation of foreigners accused of sex offences to face trial in their home countries. No lawyers involved!

As well as bringing a guilty man to court, extraditing him would be very good publicity for both the Philippine and British governments in their fight working together against paedophiles
