My husband and I phoned UKVI 5x, we get the same answer- I can’t apply within the UK. A few times we were trying to explain our situation they didn’t even bother to listen, a woman (not even British) said speak clearly to my husband and hung up.

This sounds really good. But a few questions- if I return from the Philippines after the application, would they not question me upon entry why I am back here again when I was only away for two weeks? (Let’s say would manage to do the application and get my passport back within two weeks) How long can I keep my passport after application? Would they not cancel my application if I ask for my passport to be returned after application?

from what i have read--lawyers charge at least as much as the settlement visa fees......so you should budget for ££ thousands--not a few quid. does the name JOHN ASH mean anything to you ?
