    They don't have football stars/managers who can guide their program.
    Their football system is not developed enough and they can't do it internally.

    They need to hire foreign managers and revamped their system as well.

    Countries such as ours, Spain, Italy, etc we have grassroots program at all levels.

    China's system is from top level to bottom level.
    But their top level management don't have the necessary experience to run their program.
