This place is an abomination. Expensive, Very dirty, OLD rooms, barely functioning A.C. Rude staff I was temped to give them an "upper decker" (Click here to find out what that is) so, stay away from Elegant Circle Cebu. Halfway through our stay, we found somewhere else to stay!
Ive stayed there a few times very recently i would agree that its sometimes noisy in the morning and single beds i stay there if the diplomat is full and i have buisness in fuente like health certificate at Vincente Sotto DHL just down F Ramos etc same price as the dip but not such good rooms at £20 a night
