Girlfriend is due to arrive on tourist visa in a few weeks, she now believes we require a CFO?

My British friend's Filipina girlfriend was offloaded at Manila last November because according to the immigration officer, her travel is not essential. (I also believe that here in UK, they only allow residents to travel back here at the moment) She tried again after a week but she provided a letter from a British doctor that her boyfriend has a medical condition and needs caring. Of course that was just a fake letter but they let her through.
