Both the IELTS and TB test are required when applying for spouse visa so you will have to do them before applying. The requirement for spouse visa is the IELTS Life Skills at level A1 which you can take through IDP Or British Council. A lot of people nowadays tend to go for the IELTS Life Skills B1 with the hope of using it all the way through ILR to save money from taking the test again.

If you have a reasonable level of spoken english, and listening, by that i mean you can have a decent level of conversation in english, then i suggest you go for B1, you can then use this certificate all the way through to ILR, seeing your written english you seem to have a good level of english.
The IELTS A1 and B1 test is only for Speaking and Listening or in plain english terms having a conversation, so if you have minimal english then its A1, if you have reasonable english Speaking and Listening then go for B1, both the tests are just a conversation between you and a person at the test centre, The test you will need is IELTS Life Skills A1 or B1 my wife took hers with IDP in Cebu but they are also available in Manila. https://www.idp.com/philippines/ielts/ielts-for-ukvi/

A little bit of useless information for you, When my wife took her IELTS in Cebu there were two other ladies with us in reception, during the conversation between the four of us it was apparent that my wife had the weakest English of the three ladies present, yet she was the only one that had chosen the more difficult test of B1 needless to say she passed, which i why i suggested anyone with reasonable English should take the B1 test because that means no more English tests required for my wife when she goes through the remainder of the immigration process, whereas the people that take the A1 test still have to take the B1 test when they apply for ILR, so taking the B1 saves both time and money :).
IDP is one of the organisations approved by UKVI for IELTS, as only approved organisations will be recognised. The link here will explain everything that you need to know.. https://www.idp.com/philippines/ielts/ielts-for-ukvi/uk-visas-and-immigration/ . Good luck and dont worry about the IELTS its pretty easy to get the pass, my wife used the Cebu centre because she is from Mindanao so easier, quicker and cheaper for her to get there than to Manila..
