Sorry to hear that. Well, all you need now are geeks who know what they are doing and I'm sure they're not cheap.
Patven mentioned only that there was an issue with the iCloud account. That doesn't lock out the device or prevent access to the settings page. I guess the user password is also unknown and that is what is preventing access to the device.
