No Roxas Boulevard is a good few feet above sea level for the whole of the stretch from the Marina and CCP to the US embassy, we used to spend a lot of time on that stretch This looks like the tide is high but there was about a 10 foot drop over the edge where the kids are in the picture.
It's possible that the road is a bit lower and quite possible that it is a bit lower when you get this far inland (100 metres or so) but I can't say I remember much of a slope, are you counting the whole of the promenade that I marked in yellow on the map as man made sea wall? We lived at the CCP end (inland a little) for 3 years and I always really liked the walk along the promenade. It is certainly very vulnerable to high tide and storm surge, a lot of the bay is in danger that way and I really wonder about the stability of all the reclaimed land that constitutes Aseana city (where MoA is now).
