Agreed that care giver isn't on the shortage list, however given the opportunity and a placement confirmation on a course Lenne could acquire a Student Tier 4 visa to enter the UK.
If I read it right the course would need yo be on the UKBA list of approved suppliers Harrow college being not only on that list but they certainly at the time 2010 ran care giver courses.
In short to enter on Tier4 student visa
You have to of been guaranteed a course placement
You have to fund it yourself
It has (because of applicants age over 18) be a course to attain NVQ level 7
@Lenne I provided a UK gov link earlier that will be a good start point and within that link there are various links to help you gather information.
Most agencies offering overseas placements will only do what you are probably more than capable of doing yourself which is find a course and help with the visa, all of course for a fee.

Tier 2 student visa maybe an option see this linkhttps://www.gov.uk/government/publications/tier-2-employers-in-the-health-care-sector

    Welcome Lenne!

Hate to be another here adding pessimism, but everyone has been very kind to softly say that it's near impossible to come to the UK to work as a Caregiver. It used to be possible pre-2009, although it really would require a nursing degree if you wanted to work here on Tier 2 visa :( My wife would be in the same place as you - if she wasn't my wife - UKVI would have her on a plane home :[

Canada is a beautiful place. Fairer, liberal, cheaper & welcoming. Among many things :)

I love the UK, but I have to be honest, I spend two months a year on average in Canada and will move there once my son graduates, your assessment is correct, I know LOTS of pinoy there, all have a very good standard of living, I know a nurse and her husband who is a cleaner living in a huge multi bedroom multi bathroom palatial home, absolutely stunning place, but they work for it.

I have followed this topic with interest, and have to say your chances of getting employment here in the UK as a Caregiver or as we usually call them Careworker are pretty much Zero, mainly because you are from a None EU country, were you a EU national you could walk into a job tomorrow as a Careworker. As others have said maybe you have a better chance in Canada, but even there its not to easy to get a work visa, in fact its difficult, but i will just say were i younger Canada would probably be my choice to emigrate to.

Many have suggested that you train to be a Nurse that would be my suggestion to, I know it will take probably 4 years minimum to qualify but wherever you are there is NO shortcut to becoming a Nurse, however when you qualify as a Nurse you can pretty much choose within reason anywhere in the world that you want to work.
I would like to suggest that you look at these courses with the open university..

    http://www.open.ac.uk/courses/find/nursing-and-healthcare-practice

On completion of the course you will get Certificates, Diplomas, and Degrees and they are completed online, yes they have to be paid for, but use your time in Dubai to save for and then take these courses i think its the best way to get where you want to be in the long term, goodluck whatever you choose to do, but it wont be quick, it wont be easy, and it wont be cheap.. ;)

Thank you for the insight. For now I will still continue my study of Caregiver here in Dubai cause by that I will also get certificates and training, after I will still try UK and Canada..there is no impossible in this world if you put some hardwork on it and trust and most especially prayers then God will do the rest.

I was at a party last night, maybe 300 guests, the vast majority are Filipinos working in health care of one sort or another here in Canada, the ones I spoke to all had personal stories of how they got here but all were glad they managed it, hope your dreams work out.
