Philippines Annual Report 2016: Davao Immigration

    Had a quick look at the Annual Report 2016 Guidelines here:-

    This is my first time to participate in the Annual Reporting and just looking at the above form has me slightly confused.

    I had a somewhat 'difficult' time with the office last year and am just wanting to be fully compliant (if that's ever possible) before visiting the offices.

    - I have my original ACR card
    - I guess the Official Receipt amounting to P310 covering payment of the Annual Report fee will be given to me when I pay at the payments window before all else ?

    - What's this online encoding form ? does it apply to me as this is my first time ?

    - Also what's this Undertaking to fulfil BI Obligations ?


    I looked all over the BI website and the forms page just states 'N/A' for everything.

    Any help from those experienced members will be gratefully welcomed.

    I need to get a wiggle on as we're planning an extensive trip away from home soon.

    First of all, Peter, you need to allow (at least) two days in order to complete the Annual Report or ay other transaction at BI such as a Visa Extension - but ONLY if you live in Davao. The reason for this is that their computers are so old and temperamental that they break down with alarming frequency. And when they do, BI comes to a complete standstill and the staff sit around chatting or play with their phones.

    As you did not participate in the Annual Report last year, you will need to complete the multi-stage questionnaire online and then print the summary page to take to BI. There's a special desk outside, staffed by two girls, who'll hand you another form to complete - this one has only four pages - and show you the list of requirements. To wit:

    * Two inch by two inch colour Passport photo taken against a light grey background within the last couple of days
    * Photocopy of your Passport's Data Page
    * Photocopy of the Passport page on which your Visa is stamped
    * Photocopy of the Passport page on which the Immigration Officer stamped your most recent arrival in the country
    * Photocopy of both sides of your ACR-I Card
    * P310 fee​

    Once you've completed the four pager, one of the girls will place the photocopies in the correct order and glue your picture to the space provided. She'll hand you a Priority Number card and direct you to hand the bundle - retaining the Priority Number - to whoever's sitting in Window 1. Then you wait. And wait. And wait.

    If you're still there at around 4.15pm, they'll hand you back your bundle, take the Priority Number card from you and tell you to come back tomorrow. That is the stage I am at. Just to rub a bit of salt in, I am reliably informed that the Annual Report exercise takes a mere 5 minutes to complete at Intramuros and all you need to take with you (apart from the P310 fee) is your ACR Card (which contains all the information BI holds about you, including your payment history, in its little chip).

    May I ask if you have a link to that online multi-stage questionnaire ?
    I've looked everywhere but can find it.

    Looks like I'll be spending Thursday and Friday at the BI
    That means my wife will want dinner at the Vietnamese Restaurant in Abreeza. :eek:
    That'll increase the costs of my Annual Reporting exercise.

    It is here - not exactly obvious; I agree! And don't blame me if the web site crashes and loses your carefully keyed-in data!

    Just to make you feel even cosier with those terribly nice gentlemen of the Bureau, I did ask a senior officer what would happen if their computer system continued to be "offline" on 4th March, when Annual Report closes for this year. Would BI fine those unable to complete the process. He replied that the requirement was for all long-stay foreigners to report to BI within the first 8 weeks of the year and fines, late fees, motion for consideration fees, express lane charges and imprisonment await those who did not do so. Ho hum.

    Good news! BI's computer remained "online" long enough for me to pay the P310 Annual Report fee today. Just when I thought I had finished this time-wasting exercise, BI had one final trick up its sleeve. Once you've paid, you take your file plus Official Receipt from the Cashier to a BI official who then tells you to go out and get a photocopy of the receipt - this despite the fact that the cashier prints the receipts on NCR paper, original plus two copies, and discards two copies to the bin!

    Next year's Annual Report comes around all too soon for me!

    Well I've been trying for days now and still unable to get into the online form.........

    Went to their office and had no help, advice or support. I have to do it they said.........The webpage is not available I said......
    go to an internet cafe they said................I'll go to the mayors office i said..........Good luck they said :mad:

    Just phoned to the Mayor's Office and they phoned to BI office

    Seems the BI webpage for Online AR Form Filling is really NOT AVAILABLE

    Forms are available at the office for completion.
    Need to take those copies as you indicated in you post #2

    You may have a problem. One of the requirements for this year's Annual Report is prior completion of the ARP - the (online) Aliens' Registration Program. You may be told that you have to do that before they will accept your Annual Report.

    The Davao BI office seems to be run as an independent fiefdom to provide employment and entertainment for the staff. The Mayor's office has to intervene quite often, apparently!

    Hopefully find time to get to BIR for my TIN & Certificate of Residence.

    Sounds to me like reporting time for those in Davao might be the season to travel to another island for a few days and report there!! No online forms required in Tag..Just ACR card and 310.00..Out in 15/20 mins depending on how many tourists in front of me.

    Well I arrived at the Immigration Office yesterday to find a dedicated AR desk with helpful staff.
    Just fill in a form with my name, address, ACR card Number and required docs :-
    2x2 photo
    copy of ACR card front & back
    copy of passport bio page, latest arrival page and visa stamp

    Go to window 1 with my docs and allocated priority number.
    Go to payments, hand over P310 in return for Official Receipt
    Get copy of receipt and hand over the copy to window 1

    Done and dusted within 15 minutes

    Hooray so so easy, well organised no waiting or queuing.
    Dedicated helpful and smiling AR staff

    Lady Luck was certainly favouring you! I assume you went early in the day before most of the foreigner community had awakened and before the power cut.

    You can relax for another twelve months. Unless you have any plans to fly abroad for a mini-break or longer.

    We arrived around 12 midday
    We only knew about a power cut when we got home and the radio demo colour scheme was flashing.

    No relaxing for me I'm afraid. I need to renew my ACR card in April.

    Also need to somehow secure a BIR TIN and Cert of Residence before the new UK tax year begins. Now that is proving to be a test of my patience :mad:
