The advice is not entirely accurate. The "tax" you refer to is actually called "Terminal Fee" and the rate currently payable at Mactan is 500 Pesos for domestic flights and 750 for international.-couldnt be 500 for domestic -even manila is only 200 -i think they are increasing dom term fee at cebu to 300.

I was charged the Terminal tax 550 peso on leaving last Monday however the girls at the KLM customer service desk had to check specifically whether or not I had already paid on my ticket, so clearly the change is being phased in now, I had bought my ticket last year (December) so probably that is why I had not been charged. I would expect that it will be included in my ticket on my next booking.
I flew KLM between here and the UK last July and did not have to pay the Terminal Fee because it was already included in the fare. You bought your ticket in the UK, I bought mine here and therein lies the difference and is why the KLM staff had to check to see if you had paid or not. As of the beginning of the year, all tickets should include the Terminal Fee regardless of where purchased. How did you fare with what is locally known as the "Taipei Tango"?

I upgraded to business (really cheap) for the MNL-AMS leg, flight was very late leaving and Taipei was even more of a pain than usual as all the shops were shut, done the Taipei nonsense at least 4 times now, only good thing is you get an extra dinner
I was lucky, I did not leave the plane during the Taipei stopover (in either direction) in March but that was only because the flight crew took pity on me, struggling to walk! I was not so lucky back in December as the Taipei authorities would not allow me to stay on the plane. When I did get off the plane at Taipei in December I had to use a clapped out airport-supplied wheelchair and we weren't allowed to stop at any shops. A whole army of cleaners board the plane at Taipei and both flight crew and cabin crew are changed. The flight goes via Taipei now as Manila Airport charge fees according to where the plane last flew from - at least that is what one member of cabin crew told me whilst she waited with me on board at Taipei.
According to the UK Goverment you still have to pay Departure Tax of 750 Pesos if you leave the country from Mactan, but they may be wrong of course!
The crew member was not entirely correct: the airline was taxed according to the the distance to its next destination. The tax only applied to foreign-flag aircraft and has now been scrapped. Apparently the Philippine Government did not believe that KLM would move its base to Taipei to avoid paying the Common Carrier Tax (5% of the flight revenue payable upon departure), which contributed to BA, Air France and Lufthansa cancelling their services, and called their bluff. KLM did move and other airlines threatened to cancel flights leaving very red-faced officials left with no option but to repeal the tax.
Howdi. . Just a quickie is the international departure tax for a Philippine citizen still implemented ? I've Googled it and the fee is around 1600 or is this included in the ticket ? And if I'm reading correctly I should now be exempt from the 750 fee at NAIA ?
Yes, Philippine passport holders must still pay Travel Tax and Terminal Fee continues to be payable on international departures from NAIA.
