Update: Alex's mother is going to visit her own mother early next month and has undertaken to get him his NSO Birth Certificate.

    Having read this:

    http://web0.psa.gov.ph/civil-registration-services/walk-applications-serbilis-outlets

He has written this letter for his mother to take with her:

    TO WHOM IT MAY CONCERN,

I GIVE PERMISSION FOR MY MOTHER, (name) TO COLLECT MY NSO BIRTH CERTIFICATE.

PLEASE NOTE THAT SHE WILL CARRY MY ORIGINAL BIRTH CERTIFICATE AND CURRENT UK PASSPORT AS A MEANS OF IDENTIFICATION. SHE WILL ALSO HAVE HER OWN VALID PASSPORT TO PROVE HER IDENTIFICATION.

I PREVIOUSLY CARRIED A PHILLIPINES PASSPORT AND I WISH TO REGAIN MY CITIZENSHIP. IN ORDER TO DO THIS I MUST PRESENT A VALID NSO BIRTH CERTIFICATE AT THE PHILIPPINE EMBASSY IN LONDON.

I WAS BORN TO MY MOTHER, A FILIPINA CITIZEN, IN MANILA DOCTORS HOSPITAL, ON THE 17th JANUARY 1995.

THANK YOU FOR YOUR ASSISTANCE AND I TRUST THIS IS IN ORDER.

    YOURS FAITHFULLY,

His shot at a Pilipino version (thanks, Google Translate!) is here - could someone improve it?

Hello @Methersgate. The English version of the authorization would suffice. :like:

    But let me try:

    Kanino Maari Itong Patungkol:

    > Aking original birth certificate
    > Aking UK passport
    > Kanyang Passport

Taos puso po akong nagpapasalamat sa inyong tulong at kooperasyon.

    Sumasainyo,

    Alex Methersgate

Anne's quite correct to point out that the Power of Attorney - which is what Alex is providing his mum with - only needs to be in English which is an official language of the country. He'll need to have it notarised but don't bother with the Foreign Office Apostille, NSO should accept it without.

Has he tried obtaining it from the NSO's web site?

    Thank you very much, Anne.

Mark - technical problem - Alex's original Birth Certificate was amended (to reflect his legitimation by the subsequent marriage of his parents) and the web service is not available for persons who have amended birth certificates.

Notary - bugger! Luckily I have a friend who is a Notary.

The authorization letter signed by your son will do, @Methersgate. No need to have it notarized. It is posted in every Philippine National Statistics Office (NSO) that parents, spouse and siblings can collect birth certificates with letter of authorization if the owner is above 18 years old.

Thanks, Anne. That's a great help, as is your translation. We are trying to find his original Filipino passport so his mother can take that with her as well - you cannot be too careful.

    Thanks Anne.

His stepmother is extremely good at dealing with bureaucracy - she smiles, laughs, flirts, cajoles and if necessary threatens in a non confrontational way, but his actual mother, my ex, whilst an admirable woman in many ways, was nicknamed "Pokwang" as a child for good reason, and she is likely to lose her temper and upset the NSO people, so the easier we can make it, the better! ;)

    Hope everything goes well.

You mentioned that your ex is going to the PH to get the birth certificate, right? Is she going to the actual office or avail the online service? If it's the former, I'm sure she knows to go to NSO early in the morning to be able to be in queue. I did this years before and was very annoying. Though it's 2 times the amount to be paid online, I opted to the web service and have it delivered in my doorstep whilst I'm still in Cebu.

She plans to go in person, with her elder sister whom I know to be quite sensible. She will apply in person both because his original birth certificate was amended and because she will have his current UK passport with her as his ID

I see. The advantage of going to NSO (in person) is you can get the birth certificate within the day unlike for online service that you have to wait for a week or so...
