That depends on what visa you come over on..
If you want a residence (13a) Visa its best to apply for that in the UK.. One of the requirements on the 13a form is for a UK police clearance..I cant remember what the UK Police call it but its not called"Police clearance".
You can apply through the Phil. embassy in London BTW..
A lot of expat retirees here travel with their wives to places like H.K for a day or two..When they fly back together the expat gets a Balikbayan stamp in passport which provides a visa free stay for one year...Before that year expires..Repeat.

Applying for a 13(a) Visa in the Philippines has fewer requirements than if you apply at an embassy but in both cases newly-issued Police Certificates are required - more information from ACRO here. If you apply at an embassy, you will be required to submit at least one year's worth of Bank Statements, a medical report and chest X-Rays.

If you intend living more or less permanently in the Philippines, taking only occasional holidays abroad of a month or less duration, then you'd be better off with a 13a as you will be issued with an ACR card which will enable you to open a bank account locally.

I got mine in the UK because I wanted a permanent ACR card....Apply over here and its only temporary for a year with further procedures to get an ACR card with PERMANENT on it.. Bugger that!
    Yes,I remember now ACRO!

Not any longer, all new 13a Visas are temporary and valid for 12 months, regardless of where you apply. In fact, Commissioner Mison changed the process such that the regional Alien Control Officer can stipulate multiple one year temporary Visas for individual applicants - ie 2, 3 or more years before getting a permanent Visa (and permanent ACR Card).

That's not good news as I was planning to apply for my 13a here in Dubai early next year. Where can I read more on this?

You won't be able to do that as you'll need the ACRO Police Certificate for which you will have to be physically in England (or Wales) to apply and have an address there. I suggest you get that document and have your wife apply for a Balikbayan Privilege for you when you both enter the Philippines. You can then collate and submit the 13a Visa application, bearing in mind that your Police Certificate will only be accepted within 90 days from the date of issue.

Unfortunately I don't have an address in UK, I have been non-resident for the past 35 years.
