Thinking of sending flowers to new gf in Philli, she's in Cebu, I'm in London any idea if this would be straight forward to do?
Maybe you can check local (in Phil) flower shop online. My hubby sent me flowers when I was still in Dubai. He ordered it online and they delivered to me.

I haven’t sent flowers for a while but have sent them to the mother in law in the past. My wife prefers to send money these days.
Just a word of warning , if you are looking online for a florist to arrange a delivery , Avoid using "Pick Up Flowers " at all costs . My worst ever online shopping experience by far . To sum up : Flowers arrived 3 days late . Many were dead . Flowers nothing like the photo that I ordered from . No glass vase , that I ordered and paid for . E mails ignored . Live chat ended as soon as problem politely mentioned . I'm sure there are several good and reliable suppliers that have been recommended on the forum before . Incidentally, my order was for delivery to Cebu also . You would expect the flowers to be sent from Cebu also . With my tracking number , I was able to see my flowers were sent from another island , from Iloilo , no wonder they were in such poor condition .
As Sanders pointed out, flowers are not the norm for most Filipinos. Not saying she wouldn't appreciate them, but most would prefer something else, chocolates for example. My wife is not big on flowers as a gift, but loves them in the garden.

I only encounterd one snag of slightly wilted flowers on one occasion, and a swift e-mail sorted a replacement in virtually very little time, plus I was given a credit towards a future purchase.# I found that Island Rose was very reliable, and would use them again, the only snag is that my wife is here in the UK now...
