PSA instead of NSO stamped certification is not the issue. IF the marriage certificates was PSA stamped, the passport office would still insist on CENOMAR as they distrust Philippine documentation.
By insisting on newly requested CENOMAR is the only way they can have assurance that marriage is legitimate. Despite the passport application requiring my wife british residence permit needing to be declared, so by default a check of marriage being legitimate should have been previously proven by the home office. However, passport office still insist on CENOMAR as it is written down as a requirement?
I've commented to the passport office on the CENOMAR requirement not being stated in their list of required documents.

I have a message from them that they will be in contact to explain this requirement....

Has anyone recently managed to easily get a 1st passport for their UK born child whilst the mother is not yet a british citizen, while the father is british born citizen?

How can they expect you to get a Certificate of no Marriage when you are already married?

My brain is doing whirligigs getting my head round that one.

That's what I thought too....however, i've since discovered a CENOMAR becomes a CRS Form No.5 when recorded marriage is determined. It is this, what the passport office are seeking.

What's annoying is that the info document for passport applications states marriage certificate, just that the passport office has different opinion than the home office immigration.

To clarify further, the response to CENOMAR request, the issued CRS Form No.5 should confirm that marriage has actually taken place, where and when. This then should confirm the entries on the actual official marriage certificate and permit the processing of 1st passport application.

As I mentioned previously, the CRS 5 form has been required for a couple of years or more now.

I'm trying to understand why you're making such a fuss about it . Perhaps read the 'requirements' on the Passport Office website more carefully next time ?

Today received CSR Form No.5 using online PSRSerbilis.

Contrary to the web site stating the a request could take up to 12 weeks to receive and suggest the option of using courier service, it has actually taken only 17days to receive.:)

So hopefully the passport office will no longer delay my son's passport application any further?
