If they don't intend to actually help fix the problem, then the last 10 months of lockdown was pointless and even 2023 is unrealistic does Duterte just want to continue the current measures, like school from home indefinitely? If they really are going to take that long to vaccinate their people then all this last year of travel bans and ECQ and GCQ was for nothing.
