Just been talking to a Filipina who had to take their daughters' application to join her in Britain, to court, as their applications were originally refused. The costs were a 5 figure some but a smaller 5 figure some was payable by the UKVI. It took 2 years of wrangling. Finally settled.

One of the most curious points of the refusal was that the UKVI did not recognise Viber as a means of communication. This came out in court. Amazing.
