The CFO sticker can be taken in Cebu and Manilla, but is is allowed to take the program in Cebu then at a later date when received the valid visa get the sticker in manilla or can you only get it at the centre you did the program?
Never heard that asked before! I would say yes, I assume your thinking of collecting the sticker at the airport,personally I say yes but risky!!
You can get the sticker anywhere you like. You can also do it in Davao - see link here http://www.cfo.gov.ph/news/cfo-news-and-events.html But you'll have to email the guy (Mr Arial Cruz acruz@cfo.gov.ph) to get the next dates and reserve a slot.
Not collecting at airport but in manilla. She will be in Cebu soon so was thinkingbto get it done then and collect sticker after she received visa. She will fly from manilla but don't want to spend time getting cfo in manilla before she flies.
BTW if you haven't known each other long or spent much time together or one of you has been married a few times already and/or there's a fairly big age gap between you - avoid Cebu.
