Yes, wives (or girlfriends for that matter), are allowed inside the embassy. Need suitable ID. Mine was anyway.
Your future wife doesn't need to attend. My future wife went with me just to keep me company but it wasn't needed. You need to take (from memory) your completed affidavit of marital status, birth certificate, passport, proof of address like council tax bill, proof of divorce (if applicable) and the fee in cash to the embassy in manila. That's not to say that I regret getting it. Its been known for the CFO sticker people to ask for one - although at our CFO appoitment today they didn't, so if I was you I would order a CENOMAR just in case - its cheap and it might come in handy.
