    To be honest the distance you're talking about its not really worth the cost of hiring a car. I know they hire them in the arrivals "hall" in Tacloban airport I think it was 3 or 4 thousand / day. We rent a van and drive to take us from Tacloban to the province in western samar for about 1500-2000 peso.

    Knowing what I do about the way some driving licences are "aquired" in the Phils its quiet scary they can be used here for a year
