ILR application

    Good evening,
    Sorry to bother. I'm in the process of applying for ILR on 19th March and the attached document or question is somewhat very confusing or hard to answer.
    I will re-submit or use the same IELTS life skills B1 result that I've used in my FLR(M) extension in 2018 for this ILR application.
    My question is, what did you answer or what should I answer for the question, "Did you meet the knowledge of English requirement as part of an ILR application made on or after 28 October 2013?"
    From the word, "did" which is past tense is what makes me think whether I should answer "no" because this is my first ILR application or should it be "yes"?
    Please can someone explain or guide me in this ILR application?

    i'm booked on the 10 am car ferry--takes an hour end to end--then 3 hour wait till the test--2 pm. booked back on the 5 pm. Ive told the wife to treat the test as a rehearsal--not to get stressed out by it..but shes more calm than i am. This time tomorrow it will be all over--one way or the other.

    We tried a different set of test questions last night--bad idea--neither of us got enough right. My theory is these test question providers deliberately put in unbelievably tough questions--to get people to pay up for their courses.
