This story is about an organisation called "Neighbourhood Midwives", a private health provider ceasing to operate for reasons it does not clearly state on its web site but is probably due to changes in NHS maternity services. But there's no evidence that it was axed by the NHS as the wording of your link suggests.

The organisation does not publish any incorporation information such as a Registered number or how it is legally set-up but appears to be operating from a north London flat.

Edited to add: Waltham Abbey Clinical Commissioning Group has some further information on its web site including this statement: "We have not decommissioned or withdrawn funding from Neighbourhood Midwives. We commissioned Neighbourhood Midwives to improve choice in maternity care in Waltham Forest and we share the disappointment of many that Neighbourhood Midwives had to take the very difficult decision to close.

"A full review will be taking place to understand the factors that contributed to the closure. It was not within the power of this CCG to restore or extend the services."
