I can share an information which will be useful for many people. We all know where to go to have honest meter taxi on a terminal 2 of the Manila airport but international flights are almost always come to terminal 3. So if you landed and want a cheap taxi on terminal 3 it is little more complicated but not impossible. You have to turn right while you are still inside the building and go all the way to the end of the hall. There is an lift. You just go to the lift and go on the 3rd floor. On the 3rd floor you go to the indoors car park. The entrance to the car park is just by the door to the lift. On this car park close to the entrance is a taxi stop for a normal metered taxis. I must admit that they hide it in a tricky and smart way.
... and for those going to Cebu... After picking up your luggage, leave the arrivals hall and immediately cross over the road (traffic comes from the left remember!). Here you will see a largish crowd waiting for relatives (who have not yet been ushered over by security to arrivals). Go through the gate and turn right, proceeding up the steps. At the top left you will see a taxi station pick-up point. There is generally a guy who writes the taxi ID number down and passes the paper onto you (so you have documentary evidence should the taxi try and rip you off). This is quicker and cheaper than waiting at the left of the exit of the arrivals hall, especially Pacquiao's yellow taxis (don't tell him I said that though )
