Things are rarely as clear cut as people's gut instinct leads them to imagine. This applies to a much wider range of issues than this specific one.
I never saw the wider picture of the NHS surcharge until I read the article, I thought the new payment was all about new migrants paying towards their healthcare not existing illegals in the UK. and the charge acting as a deterrent.
