I would advise him to look at the British Embassy website.

We didn't red ribbon anything whatever that means! Just gave everything the embassy needed over the counter with 3 or 4 copies and paid the fee.

We married in Batangas in 2014.

How about a civil wedding? Is the affirmation of the embassy/consulate is still needed or no need for that?

How about the birth certificate if the bride do she need to red ribbon it?

    Thanks!

Don't worry. I got the same and married in December 2014, when it was still a new thing. It was accepted way up in Ilocos Norte, where life moves at a more agreeable pace, but new things take longer to be adopted****.

****Don't you hate it when you reply to a thread and then realise it was started three years ago!

It's a protocol over there it literally means the process you go through to get an official document, they literally use a red ribbon and old fashioned wax seal, a great many Philippine legal documents are not valid without it.
