Can anyone help me about the cfo sticker, on the vignette it's valid from 4th November and the person at the cfo said they cannot put the sticker in till that day I assumed it could be put in the passport before that day but you cannot travel till the 4th as there is a cfo in Davao for only 2 days a month it would save me a lot in airfares going to Manila or Cebu is the person correct any feedback would be helpful thanks.

There is nothing you can do, the CFO will only give you the sticker once the visa is valid.
