Above sea level can flood too. Building 2 meters above the ground will help no matter if below sea level or above.
I have a crew of men building a dyke, as I type. The side-benefit is that they're using sand and gravel from the stream bed. We have also had the banks tidied up and various blockages removed. As with everywhere in the Phils, people love to use the local waterways and drainage systems as rubbish dumps... and then wonder why their houses are flooded every year.

We see flooding in the UK because of run off issues. Once the ground is saturated then water has nowhere to go and its forms natural rivers. Anywhere that forms a natural bowl will flood.
