No that does not stack up, these surge figures are not coming from all over the country, Covid would burn through a small community pretty quickly, it will get as far as the local conditions allow and then burn out because it has nowhere else to go. The article you posted states that half of all active cases are in Metro Manila right now and the virus has been in the capital for a year now so something has changed, I am only speculating but lockdown has deprived a lot of people of sunlight as I stated before my kids and their friends don't get out now, my (blue t-shirt) son was quite dark in April 2019, the second picture was this Christmas just past, you can see how fair skinned my daughter is too. I think they may have hurt themselves as a population by having many more people vitamin D deficient as a result of lockdown, just speculation on my part but something has changed.
Whats happening in manila certainly isn't happening in the rest of the country, everyone in the PI most certainly aren't staying in the house, just a fact, I know people who are out each and every day in the provinces.
