This is not the first time I have heard of this. The Cebu Registrar is as nightmare, she knows that foreigners can not obtain Cenomars but she still tells them to get one. She has a little power and she likes to use it.

Legally correct but not strictly true from my experience, as I posted elsewhere the Embassy only wanted the new Affidavit/Affirmation but out in the provinces they had never heard of it and demanded a CNI - luckily, not wanting to tempt fate, I arranged and took both. Seems the rule changes don't filter down to the people on the ground all that fast.

Yes. And a good example of how best to deal with things in the Philippines.

Understood on the province Steve and you preempted the situation with a "take everything and more" mentality :)

I tried to anticipate - I didn't count on having to kill a pig, the mayor with the armed posse, the neighbours firing off guns at night (for fun!) or cat sized cockroaches but generally I had it all covered :) (And I didn't actually kill the pig - had to get a jeepney and trike to the house from our appartment and by the time we got there they had got bored of waiting and done it - I can't say I was disappointed)

It is possible that it might take that long, the agency will probably do credit checks and possibly check references from employers too, it too me three weeks to get mine sorted and only then because I went and sat in the agency office with my deposit money until they sorted it!

And its also strange that they are so slow - I assume they get a commission from each letting so it's in their interest to do it quickly surely?

    If getting married in Philippines
For UK citizens the CNI is no longer required by British Embassy in Manila.
You are now required to download and complete either
Affidavit (for religious deceleration) or Affirmation (non-religious deceleration)

Take all necessary documents AND photo copies to appointment at Embassy.
Payment in pesos cash was only accepted when i attended in April
(This was just when CNI was no longer required)

You will be required to swear on oath that the contents of either Affidavit or Affirmation is true.
The embassy will then apply red seal to original and hand back once photo copied by them.
As the CNI requirement had ceased, the Embassy also provided a letter stating that the NSO had approved the new process. I had to give this to the Philippine local registrar/council office when registering intent to marry.

When registering intent to marry, despite me and my fiance being older than 25yrs, the registrar office still insisted we attend/obtain a pre-marriage family counseling certificate. Fortunately after a quick chat with councilors they issued the cert. Otherwise the counseling can last for 4hrs! According to Philippine family law we shouldn't have needed to obtain the counseling cert.
