Recommend the Premiere Inn in Victoria. Its near the train station, bus station and also the passport office (for express renewals). When I stopped there was within walking distance of all the good museums, Buckingham palace and next time will be stopping a couple of days. Enjoyed it as I normally end up traveling through London rather than visiting it.
Will the wife need to have her passport photos signed or anything, for a Filipino passport renewal here in the UK? Is there a call for a third party to fill out a part of the application or sign the photos?

Yup, that's the same form my wife completed a year or so ago when she applied for a new Passport - which also included a change in her surname.
