There are no international flights to/from General Santos. However I would strongly suggest that you do not meet your friend there but meet them in Davao City - a 3 hour bus ride to the north-east. GSC is not particularly safe for foreign tourists right now with the city under a heightened security alert.
Thanks, Tim. I am, after all, just up the road from General Santos and local (Davao) news coverage on ABS-CBN and GMA does includes stories from GSC. There is currently quite a bit of NPA activity in this part of the country including bombings last weekend in Tagum and Mati. GSC is in the province of South Cotobato and borders Sultan Kudurat, a very Muslim province and there are ongoing problems with the more militant members of MILF (amongst other groups) throughout the Muslim west of Mindanao. There is also NPA activity between Toril (at the southern extremity of Metro Davao) and GSC.
My earlier remarks referred to General Santos City. Lambayong is 104 kilometres due north of GSC and within the province of Sultan Kudurat. You most definitely should not visit that place. It adjoins Maguindanao which is ruled by the infamous Ampatuan clan.
In 2009, my dad (was a member of a media team in Mindanao) experienced a motorcycle accident, nothing serious, just few scratches on his arms and legs. It turned out to be a blessing in disguise. If not for that road mishap, he would have gone to Maguindanao (the next day) along with all the media men killed.
