    MANILA – Twenty members of the Abu Sayyaf Group (ASG) on Thursday surrendered to the Philippine Army, as government forces continue with their offensive against the kidnap-for-ransom group, the military said on Thursday.

    The 20 ASGs, under sub-leader Katatong Balaman, surrendered to 104th Infantry Brigade Commander Col. Cirilo Thomas P. Donato, Jr. and Sumisip, Basilan Mayor Gulam Hataman.

    "This is the result of the relentless operation we are conducting where they suffered lots of casualties. These Abu Sayyafs now fear for their lives, leading to the surrender," said Donato.

    "We are very open for surrenderers. We want to end this war in peace and pave the way for development in Basilan," he added.

    The military said the surrender of the 20 fighters is yet another blow to the ASG, whose strongholds in Basilan were captured by the military last month.

    The Abu Sayyaf, blamed for the nation's worst terror attacks, is a loose network of militants formed in the 1990s with seed money from Osama bin Laden's Al-Qaeda network.

    Based in remote Muslim-populated southern islands of the mainly Catholic Philippines and listed by the US as a terrorist organization, some of its leaders have since pledged allegiance to the Islamic State group. – with Agence France-Presse

    Mega Shabu Lab discovered at Mt. Arayat

    "ARAYAT, Pampanga - Police and anti-narcotics operatives discovered a methamphetamine hydrochloride (shabu) factory situated at the foot of Mount Arayat in Barangay Lacquios here Thursday, the second shabu laboratory overran by authorities in a span of two weeks.



    "This is the biggest shabu laboratory discovered not only in Pampanga but in the entire country, so far," Senior Supt. Rodolfo Recomono Jr., Director of Pampanga Provincial Police Office, disclosed, while describing to Interaksyon the facility and equipment in the area.



    Recomono elaborated, however, that no person was arrested during the raid, as the occupants had eluded the raiding team, scampering in different directions beforehand. "Still, we have disrupted the prospective production of illegal drugs in this place."



    The raiding team, composed of operatives from the Philippine Drug Enforcement Agency Region 3 Office (PDEA3) and local police, found seven large hydrogenators and a chromatograph machine among the equipment in the laboratory."

    CITY OF SAN FERNANDO — Seven industrial distillators, a reaction mixer and a combustion tower were found at a shabu laboratory which was shut down on Thursday (Sept. 22) by the Pampanga police, Chief Supt. Aaron Aquino, Central Luzon police director, said.

    The structure in Barangay Lacquios at the foothills of Mt. Arayat was discovered by government employees conducting fire safety and sanitary inspections.


    Capable of producing 100 kilograms of shabu (methamphetamine hydrochloride), the clandestine laboratory was operated in what was registered as a piggery and corn crusher inside a building surrounded by trees and shrubs near the Cong Dadong Dam, an Arayat government report given to the Philippine Drug Enforcement Agency stated.

    The police inventory list also included an industrial chiller and a generator.

    Lacquios is about five kilometers from Barangay Balitucan in Magalang town where PDEA and the police discovered a piggery farm concealing an underground shabu laboratory on Sept. 7. SFM

    Gloria Arroyo as foreign secretary?
    So traumatized and demoralized the foreign service corps are--with the damage control operation that they have to perform every time President Duterte curses other governments and international institutions plus the impending appointments of retired generals to ambassadorial posts – that many like the idea of former President Gloria Macapagal Arroyo as the next foreign secretary .

    That’s the rumor in the diplomatic circle and all are in agreement that Arroyo, as former president, definitely has a better grasp of foreign relations compared to Foreign Secretary Perfecto Yasay, Jr.

    One story going around in the Department of Foreign Affairs (DFA) was the briefing given to Yasay in his first week at the DFA on human rights. After a lengthy briefing, Yasay asked: “Are we for or against human rights?”

    Those in the room were flabbergasted, we were told.

    Less than a month into his presidency, Duterte held a bizarre announcement. He belied rumors that Yasay was being fired but said his YMCA roommate who was living in Hawaii before he recruited him to be his foreign secretary “will only serve for a few months, not even a year because he has contractual obligations to teach, professorial chair, well most universities in the western side… California, Hawaii and somewhere else."

    Arroyo, who represents the second district of Pampanga in the House of Representatives, was recently released after four years of hospital arrest in connection with various non-bailable plunder charges filed by the government of Benigno Aquino III. She is now in Germany for stem cell treatment of her spine ailment. She will also be going to France.

    She has another scheduled trip in October to Hong Kong.

    Sources said with these foreign trips, Arroyo is testing her stamina for the job of foreign secretary which would require a lot of traveling.

    I think that is quite probably accurate. Yasay is useless - his one previous post was at finance under Erap and he screwed that one up. Arroyo gets back into the big time - but does she want to take on the work load of defending Duterte everywhere she goes?

    I believe it is true to say that Duterte - and Filipinos in general - do not appreciate just how deeply offensive his remarks about Hitler and the Holocaust are to us in the "west". Unlike most of his countrymen, Duterte has no excuse: his former wife - and the mother of his two children - is a German national.

    .. two sides to every story of course but it seems not everybody agrees with extra judicial killings. I wonder how many of these cases will reach court, a big fat zero is my reckoning. I hope CHR manage to push some of these injustices through.
