Neither you nor the Rappler or Human Rights Watch have any hard evidence of Duterte's involvement in extra-judicial processes. Both the Rappler and HRW report on Duterte's perceived notoriety - chika-chika - because that is all there is to it. I am surprised that you do not seem similarly incensed by the vigilantism that's rampant on Cebu. That has resulted in a few rape and murder suspects meeting untimely ends. Unlike Britain, this is not a country run by liberal academics and "niceties" such as political correctness and 'uman rights are not at the top of the agenda.
