No it's 28 days prior to landing her BRP period might be 66 months with delays

ah--is that for a spouse visa rather than a fiancee visa which was our case.?

The qualifying period is 5 years.
So if you arrive on a spouse visa it's the day you land the 5 year click starts to tick.
If as in your case the clock ticks from the 1st BRP valid date.
This then ensures that the 5 years is met as like I said in an earlier post if you are waiting for a decision between visa then the 5 years would become 5+ years.
E.g. my wife arrived October 2015 we applied in October 2020 even though her BRP was valid till Feb 2022 and that would be 5 years 5 months.

i did read somewhere if a person applies for ILR too soon it could be dealt with as another FLR application.

28 days prior to 5 year date of landing in UK ( spouse visa)
28 days prior to the 5 year anniversary of your first visa valid from date (fiancee visa)
28 days prior to expiry of your brp

Is the bank statements stamps still necessary, as most of the banks locally have closed down?

Stamps not necessary as long as statements are on letter headed paper we did ours off the internet for all our applications (6) mother and daughter.
With names on or confirmation you are account holder

you need to have mail addressed to you or/and to you and your hubby to your mothers address as proof of were you are living, also a letter from your Mum in Law stating you have permission to live there.
If she owns the property a copy of the deeds would be good
If she rents then you will need to demonstrate the landlord (private) is aware and happy for you to live there. Council tenants have different rights I think
