    I read on the BBC news website that UKIP will not implement the flat income tax rate as they had initially proposed.

    They also have planned for the lower paid not to pay any income tax at all, something that should have been done years ago in my opinion. There has always been talk of that but for some reason the Labour and Tory governments have never implemented it.
