Any visit visa that was turned down is good proof that you are in a sustaining relationship, if you were turned down for a visit visa you will have to declare it when you apply for a settlement visa, they ask for the date you applied and the reference number so they can check on the reasons why it was declined and so fourth.

I think your wife would need property in the Philippines a lease would not secure her visit. I also see in the threads I have have this right you would prefer for your wife to be permenant in the Uk with you so you would need a spouse visa. The money requirement on earnings 18k plus can also be made up on savings as well. So you could consider borrow/ loan money for the six months then pay it straight back to make up the short fall. Just a thought and hope it helps
