    Hi Jim,
After having looked at Google maps, I realise that have travelled through Bacong many times on the bus from Dumaguette (the last time was in 2013) en route to the place where the boats leave for Apo Island to go scuba diving.

That hasn’t been updated! I know for the fact that some relatives in the USA both dual passport holder recently divorced and processed in the Philippines not in the USA! There are lawyers now in the Philippines who are divorce expert! Ask around.

Before, only the foreign spouse can divorce the Filipino spouse, Filipino spouse cannot divorce their foreign spouse.

But now it’s already acknowledgeable. I know many dual citizen Filipina who recently divorced their foreign spouse and submitted it to the Philippines and it has been acknowledge and already remarried another foreigner.

Also, one of my friend, she and her former husband were married in Oman at British consulate, her former British husband has been in the UK for many years now as he has fallen ill, and can no longer work. He has short term memory loss, he can no longer sponsor his Filipina wife who works all her life in Oman, because he started claiming benefits.
She then, wanted to marry her present partner, because she has been separated for many years with her former British husband, so she applied for a divorced recently and got it.

    No need to ask around!
Its not been updated cos there is nothing to update.
Duel passport holders yes easily done if one shows Filipino passport and the other shows US passport in the divorce proceedings then this is what is known as a Foreign Divorce which is recognised in the Philippines however 2 Filipinos divorcing abroad is NOT recognised in the Philippines.

House panel approves absolute divorce bill

MANILA – The House Committee on Population and Family Relations on Tuesday endorsed for plenary approval a bill reinstituting absolute divorce as an alternative mode for the dissolution of marriage in the Philippines.

During its virtual hearing, the committee unanimously approved the unnumbered substitute bill that would allow absolute divorce in the country.

In his sponsorship remarks, Albay Rep. Edcel Lagman said the bill seeks to reinstate absolute divorce because it was already practiced during the pre-Spanish times, the American colonial period, and during the Japanese occupation.

"Today is a momentous occasion for countless wives, who are battered and deserted, to regain their humanity, self-respect and freedom from irredeemably failed marriages and utterly dysfunctional unions,” Lagman said following the unanimous approval of the bill.

Lagman noted that no less than Speaker Lord Allan Velasco favors the enactment of a reinstituted absolute divorce law as he submitted the following perfecting amendments which are now incorporated in the substitute bill: provisions on court-assisted petitioners; community-based pre-nuptial and post-matrimonial programs; community-based women’s desks to provide assistance and support to victims of violence and abuse; and an appropriation language for the bill.

He said the grounds for legal separation, annulment of marriage, and nullification of marriage based on psychological incapacity under the Family Code of the Philippines are included as grounds for absolute divorce and were amended to make said grounds cover causes arising after the solemnization of the marriage.

The bill states that the other grounds for divorce include: separation in fact for at least five years at the time the petition for absolute divorce is filed; when one of the spouses undergoes a gender reassignment surgery or transitions from one sex to another; irreconcilable marital differences as defined in the bill; other forms of domestic or marital abuse which are also defined in the bill; valid foreign divorce secured by either the alien or Filipino spouse; and a marriage nullified by a recognized religious tribunal.

The effects of absolute divorce include the voiding of the marital union and capacitating the divorced spouses to remarry.

Lagman highlighted that the Philippines is the only country in the world today that outlaws absolute divorce, aside from the almost celibate Vatican City state.

"It is hard to believe that all the other countries collectively erred in instituting absolute divorce in varying degrees of liberality and limitations. An en masse blunder is beyond comprehension. An erroneous unanimity on such a crucial familial institution defies reason and experience. Obviously, the rest of the world cannot be mistaken on the universality of absolute divorce," he said. (PNA)

One of the reasons o suggested a different country is it will look good on s future visit visa that she has travelled abroad and returned home.
But yes another island would be a good option

Strongly agree with poster saying you should meet her in a neutral country given she is married and you could both end up in jail!

Meeting on foreign turf for a holiday also has the advantage of avoiding the "family" and the "shall we buy a house" trick etc.

Another route you might consider is getting her to take the B1 English language test (or study and take it) and then doing a carer's course (nursing or something similar) ... Longer term perhaps she could get to the UK as a skilled worker. Probably cheaper than the annulment, better for both or you and take less time!

ps. The wife being put in jail with the boyfriend is a regular occurrence here - normally some young filipino guy and older woman!

I don't think colin2 wants to follow our advice, seems he is moving headlong into dangerous waters.
I hope it works well for him.
